Without PWM control it was still too noisy for me at the lowest speeds. Bridging the PWM input with 0 V doesn't work, this fan stops completely then (I tested a 12x12 PWM Noctua fan, which goes the slowest it can). This 9x9 fan is most easily dimmed by bridging the tacho output and PWM input. In the end I bought an external PWM controller from Zalman, because the device I bought these fans for does not have PWM control.

It's been a long time since I didn't believe the result of my basting and that even after a few days I'm still excited. After three years of operation, I needed to quieten down and better cool down a small single-fan MSI RTX 3060 Aero, which is still enough for 1080p gaming. However, the built-in fan and paste were not keeping up at loads above 80% and consumption above 100 W, and the noise was annoying, I could not afford to load it to 100% at all.
So I reached for this fan model, dehumidified it by wire mounting it to the passive, plugged the cable into the motherboard connector, paired it in FanControl with the GPU temperatures, re-pasted it using a regular MX-4 (I had purchased and intended to use Grizzly's phasesheet) and then it came on (room 21°C):
👉 in idle the card cools down with its 6-7 W passively, the fan stands still
👉 in normal 1080p gaming with reasonable details: 100 W ▶ 60 °C ▶ 1500 rpm ▶ in a quiet room, imperceptible noise even when I put my ear
👉 at maximum 1440p: 150 W ▶ 65-75 °C ▶ 2000 rpm ▶ gentle murmuring playfully masked by the muffled sound of the game; with the factory equipment, the comp would have flown to Africa by now.
I think I know what brand I'll reach for next.
