Without PWM control it was still too noisy for me at the lowest speeds. Bridging the PWM input with 0 V doesn't work, this fan stops completely then (I tested a 12x12 PWM Noctua fan, which goes the slowest it can). This 9x9 fan is most easily dimmed by bridging the tacho output and PWM input. In the end I bought an external PWM controller from Zalman, because the device I bought these fans for does not have PWM control.
