It was supposed to be without OS but the OS I found there was Win10. When installing Win11 hitch, the clean install doesn't have the wifi driver and without networking the install can't complete. I had to use a USB to ethernet adapter to complete the installation and then it downloaded the necessary drivers for the rest of the devices.
For the price, I think it's great.
