The Panoply is a small, effective police force tasked with upholding democratic processes across ten thousand disparate city-states orbiting the planet Yellowstone.
Ingvar Tench was one of the force's most seasoned agents. So why did she go alone and without warning into a habitat with a score to settle with the Panoply?
While her colleagues try to de-escalate the situation and solve the mystery of her death, Prefect Tom Dreyfus must confront his own conscience. Four years ago, he arranged for Tench to take the lead on a dangerous investigation. Did he put her in grave danger? And how can the Panoply resist an enemy that knows their every move in advance?
