It is USB-C Gen2 with 10 Gbps data transfer
Thunderbolt 3 has 20 Gbps, if connected to a PCIe card it has 40 Gbps.
The Thunderbolt 3 device does not work with this cable, it is only powered and data transfer is not possible.
