When I bought this CPU, I was horrified that I wouldn't be able to cool it. I was looking for a large aluminium block for passive cooling, but nothing suited my setup, so I went for a water cooler (Endorfy Navis F360) and some slightly more effective thermal paste (Evolveo Ptero TC 2).
I had to tweak the pump, fans, and especially the step-up/down time a bit. The CPU has Performance Cores (P-cores, cores with a higher frequency), to which the system delegates threads in bursts. The temperature of the P-cores can then spike by 10–20°C for a second. Without setting a delay in the cooling response, the fans and water pump will jump frantically between very high and very low speeds, which destroys the cooler (and if you use a damaged cooler, the CPU as well). I have the pump at about 80% pwr (90–100% at 70/80°C) and the fans from 50% with a gradual increase.
At the same time, be careful when applying thermal paste – with this CPU, one small dot spread out by the cooling block isn't enough. You need to put a bit more on and spread it over the entire contact surface, otherwise the P-cores won't cool down and the other cores will suffer too. In this case, I think it's better not to be afraid and to put a bit more paste on, even at the cost of a little squeezing out, than to put on too little and then have to deal with the CPU overheating.
In an idle state (Linux, Brave with a ton of windows, Steam, Discord) at normal room temperature, I'm at around ~35°C. In the summer, when it's a sweltering ~30°C in my room, it climbs to a max of 45°C in an idle state.
