If you want to stream to a PC via this short circuit, then you can use an HDMI cable to connect the graphics card in the PC and the Aver card and pass the AV card via USB again to the PC or to the other PC to stream. This will create another monitor area on your PC, which can be a problem, difficult to set up and really complicated.
Therefore, I think that this card is more for people who have consoles, because you connect the TV via the card as you have already described and usb to the device where you record and there it is very easy to set up.
