The purpose is fulfilled, for a low price super. But I certainly wouldn't call it flushable and would rather throw it in the trash. Try putting the paper in a bucket of water - if it doesn't get wet within a few minutes, it's not suitable for flushing down the toilet. And these hold together pretty well even after a half hour soak, even when I try to tear them apart by hand. Other brands just need a little stirring with water and they fall apart.
