thank you for asking. They should be same but one on cooler is premium one/should be, so that may be reason for higher RPM. Also on cooler it can resonate a bit more so there is more dB income. Rest should be same. It's like CPU buffer, central pieces go for i9 and corners for i3 so they use best for coolers they sell.
