umožňuje tedy tato rozdvojka připojit jí k 24V vstupu v kamionu a následný výstup na jedné ze dvou pozic na 12V?
USB je jasné - jde mi spíše o ten výstup kulatý typu "autozapalovač".
Redukuje tedy napěti z 24V na 12V na kulatém výstupu?

ne, není to napěťový konvertor 24 V -> 12 V.
Je to pouhá rozdvojka, takže pokud na vstupu připojíte 24V, na výstupu bude také 24 V.
