He must have come to break his partner out of prison! You must stop him! Use the net shooter on the roof and hit the helicopter! In the meantime, the other police officers can jump into their car and capture the crook on the ground. And what's in the cave under the prison? Uh-oh, it's a mountain lion, and it's ready to attack! You must stop the crook from helping his partner escape! Then you can arrest them both and put them in the prison at the Mountain Police Headquarters.
